Collect for a stated purpose
Document why a location field is needed, how long it is retained and who can access it. Prefer declared or coarse inferred regions when precise coordinates add no decision value.
Set thresholds before analysis
Minimum cohort sizes and suppression rules should be part of the analysis design. This prevents teams from chasing volatile patterns or exposing individuals through narrow combinations of attributes.
Make limitations visible
Regional samples can differ in channel, device and tenure. Present confidence, missingness and alternative explanations alongside every recommendation.
